Establishment of degree programmes
Please refer to the guidelines for taking the accreditation criteria into account when setting up new degree programmes and the time window model.
Subject draws up an outline of ideas and submits it to the Office of Degree Programme Development for the time and work plan (ZAP) enquiry (approx. beginning of the calendar year), Cc must be set by the Dean of Academic Affairs and the Dean of Faculty
Project is added to the ZAP in consultation with all stakeholders involved and depending on other measures (scheduling)
Subject representatives, academic coordinator and programme development stakeholders hold an initial meeting to coordinate the set-up process (individual appointment arranged)
Subject sends degree programme concept and curriculum plan (additional annexes if necessary) to the Degree Programme Development Office by the agreed date, at least 12 weeks before the start of the first committee meeting; informal reporting on the institution idea to the Vice President for advance information to the University management
Ongoing feasibility analysis is finalised, subject receives feedback at least 6 weeks before the start of the first committee process, follow-up work if necessary
Faculty Board decides on Programme concept (incl. all annexes) and programme student participation Submission of resolutions to the Degree Programme Development Office no later than 2 weeks before committee meeting 1
Degree Programme Development Office submits draft resolution (at least 2 weeks before UB)
University Board (UB) advises and recommends organisation (at least 2 weeks before BAA)
Board of Academic Affairs (BAA) recommends establishment (2 weeks before Senate)
Senate recommends that the University Council approve the establishment (at least 2 weeks before UC)
University Council (UC) decides on the establishment in strategic terms (once a quarter)
Subject obtains at least 2 expert opinions from external subject representatives(criteria for selection) on the degree programme concept and study plan (incl. all annexes); if necessary, revision of the degree programme concept (incl. all annexes) before the start of the second committee stage.

Subject prepares the subject-specific provisions (FSB) and the list of modules (SFB) in cooperation with the degree programme coordinator and the Legal Office for Academic Affairs (SBR) ; if necessary, involve the Students Affairs' Office in any admission procedures
SBR checks FSB and SFB, if necessary, reworking by the department, if necessary in consultation with other actors in programme development
SBR coordinates mapping of FSB and SFB with WueStudy
Note: The FSBs can possibly be developed at the same time as committee route 1, but must be decided separately via committee route 2.
Faculty Board decides on FSB and SFB, subject obtains student participation and submits both resolutions to the SBR at least 2 weeks before the start of the second committee procedure (not to the Office of Programme Development!)
SBR submits draft resolution (at least 1 week before KSuL)
Board of Academic Affairs (BAA) recommends establishment (2 weeks before Senate)
Senate decides on FSB + SFB
Notification to the StMWK or, if necessary, agreement with other ministries or institutions

(3) The Senate
1. decides on the legal regulations to be issued by the university, unless otherwise specified,
WueStudy checks FSB and SFB for mappability
WueStudy finally maps the examination regulations
WueStudy maps the application and enrolment options in cooperation with the Student Affairs' Office
WueStudy creates data control sheet, subject submits all module descriptions, programme development checks module descriptions for completeness, if necessary reworking by the subject, WueStudy creates module handbook
Enactment of the study and examination regulations by the legal department
Publication of the study and examination regulations by the legal department and WueStudy
Office of Degree Programme Development informs all central offices about the establishment;
Subject publishes the degree programme documents on the website, advertises the degree programme in cooperation with the Academic Advisory Service and Press and Public Relations Office
Start of application; department organises admission procedure if necessary; admission; enrolment in coordination with Student Affairs' Office and International Office if necessary (incoming)

When establishing so-called regulated degree programmes (e.g. state examination degree programmes, dual study programmes with integrated vocational training), a university degree is not the only prerequisite for entering a profession. Rather, there are other requirements under professional admission law that must be reviewed by the relevant state authorities.
When setting up study programmes with Catholic or Protestant theology, representatives of the locally responsible diocese or regional church must be involved.
In both cases, the Degree Programme Development Office ensures that the relevant bodies are involved in good time.
