Change of study programmes
Subject draws up an outline of ideas and submits it to the Degree Programme Development Office for the time and work plan (ZAP) enquiry (approx. beginning of the calendar year)
Project is added to the ZAP in consultation with all stakeholders involved and depending on other measures (scheduling)
Subject representatives, academic coordinator and programme development stakeholders hold an initial meeting to coordinate the set-up process in the event of extensive changes (individual appointment arranged)
Subject sends factual description (including attachments if applicable) by agreed date, at least 12 weeks before the start of the first committee process
Feasibility analysis in progress, subject receives feedback at least 6 weeks before the start of the first committee process, reworking if necessary
Programme Board decides on changes (including annexes, if applicable) and department obtains student participation (at least 2 weeks before committee meeting 1)
Degree Programme Development Office submits draft resolution (at least 2 weeks before UB)
University Board (UB) advises and recommends establishment (at least 2 weeks before BAA)
Board of Academic Affairs (BAA) recommends establishment (2 weeks before Senate)
Senate recommends that the University Council approve the establishment (at least 2 weeks before UC)
University Council (UC) decides on the establishment in strategic terms (once a quarter)

Fast track option
It is possible to add modules in the compulsory elective area and in the FSQ area before the start of a semester and in anticipation of a future amendment to the statutes.
However, only additional modules can be added to existing modules; it is not possible to cancel existing modules . It is also not possible to change the structure of the (partial) degree programme in the area of compulsory electives and the area of key qualifications (e.g. no change to the total number of ECTS points for the individual areas or sub-areas, no change to the overall grade calculation by adding the newly included modules). The additional modules will be included in the SFB for the coming semester without any changes to the statutes .
At the latest one year after the module has been "activated" in the examination system, an amendment record must come into force with the new module. This amendment statute follows the normal workflow of an amendment and only affects the confirmation of modules added via fast track. No further changes are possiblewithin the framework of the same statutes; this requires a further change with its own statutes.
When changing so-called regulated study programmes (e.g. state examination study programmes, dual study programmes with integrated vocational training), the completed university degree is not the only prerequisite for entering a profession. Rather, there are other requirements under professional admission law that must be reviewed by the relevant state authorities.
Representatives of the locally responsible diocese or regional church must be involved when changing degree programmes with Catholic or Protestant theology.
In both cases, the Study Programme Development Office ensures that the relevant bodies are involved in good time.
