Roles and responsibilities in the QM system

University Board

  • decides on principles for evaluation and quality assurance
  • is responsible for defining and implementing the university's objectives
  • reports annually on key developments in teaching and learning (quality report)
  • arranges study programme audits
  • decides on the accreditation of study programmes and, if necessary, on conditions and recommendations
  • supervises the establishment and further development of QM structures and processes

President

  • has a duty to supervise and issue instructions to the dean

University Council

  • makes strategic statements on the introduction, modification and cancellation of degree programmes

Senate

  • decides on the establishment, modification and cancellation of degree programmes after receiving an opinion from the University Council

Presidential Commission for Quality in Teaching and Learning

  • recommends the use of quality management instruments to the University management
  • recommends measures for the further development of QM structures and processes to the university management
  • Recommends that the Executive Board of the University carry out subject audits
  • recommends the accreditation of study programmes to the university management, if necessary with conditions and recommendations

Commission for Teaching and Learning

  • examines all proposed establishments, changes and cancellations of degree programmes and recommends these to the Senate
  • advises on all study and examination regulations and their amendments and makes a recommendation to the Senate regarding the necessary statutes

Round Table for Degree and Study Programme Development

  • recommends to the university management, with the opinion of the Commission for Studies and Teaching (KSuL), the time schedule for all planned facilities and changes to degree programmes (time and work plan/ZAP)
  • advises on key issues relating to processes in the area of programme development and their further development

Faculty

  • Ensures the range of courses required to comply with the examination and study regulations

Faculty Board

  • is responsible for all matters relating to the Faculty for which the Dean or another body of the Faculty is not responsible.
  • decides on proposals for the establishment, modification or cancellation of study programmes in consultation with the study subject commissions

Dean

  • ensures the implementation of all obligations within a faculty (teaching and examinations)
  • has the right to supervise and issue instructions to members of the faculty

Dean of Studies

  • ensures that the courses offered comply with the examination and study regulations, that the programme can be completed properly within the standard period of study and that students are adequately supervised
  • is responsible for the evaluation of teaching, including student evaluations
  • reports regularly to the dean and at least once a semester to the faculty council and the university management on his or her work
  • submits an annual report on teaching (teaching report) to the Faculty Council in a non-personalised form
  • should comment on the pedagogical suitability of applicants in appointment procedures
  • is responsible for the selection of course, module and subject evaluations (in consultation with programme coordinators and subject commissions)
  • is responsible for preparing reports on course, module and subject evaluations
  • reports on the main results of evaluations in Faculty Council meetings
  • conducts advisory discussions with colleagues and can agree further training measures with them
  • signs or comments on the subject's statement in the subject audit
  • is responsible for ensuring that requirements resulting from accreditations are implemented

Examination Board

  • ensures that examinations can be completed within the specified time periods
  • works together with the individual module coordinators
  • makes suggestions for the reform of examination and study regulations
  • supports the deans of studies in the preparation of teaching reports
  • announces examination types and dates
  • takes minutes of its meetings

Chair of the Examination Board

  • works together with the deans of studies to ensure that the courses offered comply with the study and examination regulations, that the programme can be completed properly within the standard period of study and that students receive appropriate support

  • is responsible for coordinating and compiling the individual subject combinations with other subjects
  • ensures that the modules that can be selected for the respective subject from other faculties are actually offered by these faculties
  • documents changes to module descriptions on a semester-by-semester basis
  • is responsible for credit transfer procedures
  • ensures that lecturers post module examination grades promptly

Degree Subject cCmmittee

Minimum composition of the Degree Subject Committee:

  • is responsible for the planning, establishment and ongoing adjustments to the degree programmes of an overarching subject
  • develops proposals for the structure of a degree programme, i.e. compilation of modules with allocation of ECTS points
  • formulates requirements regarding the design of modules and subjects
  • makes proposals for determining module responsibility
  • makes proposals for adapting the curricula to current needs and developments and available resources
  • Coordinates with other subject commissions and recommends the assignment of a faculty's responsibility for degree programmes in a subject
  • Coordinates with other subject commissions regarding the import/export of teaching and the optimisation of teaching and teaching units
  • prepares draft resolutions for the Faculty Council regarding the reorganisation of and changes to PO, FSB, SFB, SVP etc.
  • advises the Dean of Studies on the selection of modules for module evaluation
  • analyses and discusses the results of subject evaluations
  • works on analyses, evaluations and a catalogue of measures as a report or draft resolution for the Faculty Council under the leadership of the Dean of Studies
  • advises on issues relevant to the degree programme
  • prepares a statement on the expert report of the degree programme audit
  • decides on subject reports (prepares the teaching report)

Subject coordinator and subject coordinator

  • is responsible for the overall organisation and content of the subject's degree programmes
  • chairs subject committee meetings and initiates and implements changes to degree programmes
  • works together with the subject committee to initiate and implement changes to degree programmes
  • prepares drafts of rough and detailed concepts for the new degree programme and its structure
  • reports on the main results of evaluations to the Dean of Studies
  • prepares minutes for the discussion of results from module evaluations in cooperation with the Dean of Studies
  • analyses the results of subject and module evaluations (with the subject committee)
  • Draws up a statement on subject evaluations if necessary
  • Discusses results with the Dean of Studies and subject representatives
  • is responsible for the preparation of subject reports

Module coordinator and module coordinator

  • is proposed by the person responsible for the subject via the subject committee
  • coordinates the content and quality of the courses offered in a module
  • organises and coordinates the other module lecturers with regard to compliance with the examination regulations
  • is responsible for the description of content and competences in the modules in cooperation with the Subject Committee

Quality Management Representative

  • is a member of the respective subject commissions

  • is responsible for organising evaluations within the faculty on behalf of the Dean of Studies
  • checks the free text fields of evaluations
  • supports the statistical analysis and, if necessary, the interpretation of the results of evaluations
  • works with Unit A.3 to incorporate subject-specific questions into subject evaluations
  • checks the appropriate formulation of the competence orientation of module content
  • supports the preparation of information for the teaching report
  • supports those responsible for degree programmes in the preparation of degree programme reports
  • should be able to use the reporting system
  • represents the faculty in university-wide QM projects
