University Elections

As part of the university elections, representatives are elected to the Senate, the 10 faculty councils and the student parliament of Julius-Maximilians-Universität. They form the basis of academic self-government. While the election of representatives of the group of full-time university lecturers, the group of academic staff and doctoral candidates as well as the group of academic support staff takes place every two years, the students elect their group representatives annually.

In addition to the Election Administrator (Chancellor or delegated deputy, Section 5(2) of the Election Statutes), the Election Committee is the second body to be established within the framework of the university election (Section 5(1) of the Election Statutes). As such, it performs various organisational and guiding tasks, in particular:

  • Validation and approval of election proposals (§ 9 para. 1 of the Election Statutes)
  • Organisation of the election documents in consultation with the Election Administrator (§ 10 para. 4 of the Election Statutes)
  • Examination of the validity of votes in cases of doubt (§ 15 para. 3 of the Election Statutes)
  • Decision on the existence of an important reason for the rejection of the election by the elected person(s) (§ 18 para. 1 sentence 3 of the Election Statutes)
  • Decision on election contestations (§ 19 para. 4 of the Election Statutes)

The Senate is made up of six representatives of full-time university lecturers, one representative of academic staff and doctoral candidates, one representative of science-supporting employees, two students and the University's Women's Representative. The members of the University Board and the Medical Director of the University Hospital also serve as advisory members. The Senate's tasks include passing resolutions on the University's statutes (in particular study and examination regulations) and commenting on proposals for the appointment of professors. The elected members of the Senate are also members of the University Council, which, among other things, elects the members of the University Board and decides on amendments to the university constitution and the establishment of new degree programmes.

The Student Parliament (formerly the Student Convention) is made up of students from all faculties and has 42 members. The student councils of each faculty each appoint two members (i.e. 20 in total), while a further 20 are directly elected by the students in the university elections. The two student senators are also members of the committee. The members of the Student Parliament look after the academic, economic and social interests of their fellow students at the University of Würzburg. The Student Parliament also elects the members of the Sprecherinnen- und Sprecherrat (Council of Student Representatives), which lends the students weight and a voice to external parties.

In addition to the ex-officio members (dean, vice dean, dean of studies and the faculty women's representative), the faculty boards include the representatives of their groups who were directly elected in the university elections. These are six representatives of the full-time university lecturers, two representatives of the academic staff and doctoral candidates, one representative of the science-supporting employees and two students. The faculty boards make decisions on all matters concerning the respective faculty. For example, they are involved in setting up degree programmes, adopting examination regulations and appointing professors. The faculty board also elects the members of the faculty management (deans, vice-deans, and deans of studies).

The student councils (FSVs) represent the interests of students at faculty level. They are made up of the students with the most votes from the faculty board election, i.e. the two representatives from the faculty board and the following candidates. Their number depends on the number of students in the respective faculty. The FSVs support their fellow students in organising their studies and advise students on subject-related matters.
