Can newly elected members of committees / bodies attend meetings?
In accordance with Section 38 of the Basic Regulations (GO), newly elected members of the committees have the right to attend meetings during the transitional period between their election and the start of their term of office.
Is it possible to transfer the right to vote in meetings of committees and bodies?
The transfer of voting rights is regulated in Section 37 (6) of the Basic Regulations. If a member of a committee is absent, it is possible to transfer voting rights (authorisation) in writing for individual meetings or parts of meetings; the person chairing the meeting may allow voting rights to be transferred electronically in a manner to be specified by him/her.
Can the right to vote be transferred to each member of the body or to substitute representatives?
In the case of member groups with several representatives on the committees, the right to vote can only be transferred to another representative of the same group; if all representatives are unable to attend, the right to vote can be transferred to the substitute representative (Section 16 (5) of the election statutes).
In the case of member groups with only one member in the body, the voting right can only be transferred to the substitute representative (Section 16 (5) of the electoral statutes).
Can voting rights be transferred more than once?
A member of a body can only exercise one transfer of voting rights.
Can measures be issued as to how the transferred voting right is to be exercised?
The absent member can issue instructions to the authorised person on how the third-party voting right is to be exercised.
Who represents the respective student council in the student council?
Membership of the Student Representative Council is governed by Section 32 of the Basic Regulations (GO). The Student Representative Council consists of the student representatives on the Faculty Councils; from the Faculty Councils of the Faculty of Medicine and the Faculty of Human Sciences, only the student representatives who received the first two votes in the Faculty Council election belong to the Student Representative Council.
Is it possible to waive membership?
The student representatives on the faculty councils can waive their membership of the student representatives' council in favour of the other members of the respective student representatives' council (§ 34) in the order of the election results for these student representatives' councils. The waiver must be declared in writing to the President at the latest before the first meeting of the Student Representative Council.
Note: Waiving membership of the Student Representative Council also affects membership of the Student Parliament. It is not possible to resign from only one of the committees.
Is it also possible to resign later?
After the constituent meeting, student representatives on the faculty councils can renounce their membership of the student council for the remainder of their term of office in favour of the other remaining members of the respective student council in the order of the election results for these student councils if there is good cause; the student council decides whether there is good cause.
