§ Section 21 Position, function, rights and duties of the Women's Representative
(1) The position, function, rights and duties of the Women's Representative are derived from Art. 4 para. 2, Art. 20 para. 1 sentence 3 and Art. 26 para. 1 sentence 3 BayHSchG. As such, women's representatives are not bound by instructions.
(2) The women's representatives shall be involved in matters that directly affect the fulfilment of the tasks according to Art. 4 para. 1 BayHSchG; they shall be given regular opportunities to present their concerns.
(3) In accordance with Art. 4 Para. 2 Sentence 3 BayHSchG, the women's representatives have the right to participate in the meetings of the committees to which they belong by law. The Women's Representatives also participate as voting members in the meetings of the commissions to which they belong by virtue of these Basic Regulations (§§ 11 and 18) and other university statutes. The University Women's Representative (UFB) is consulted by the Presidential Board with voting rights for decisions on the concepts of the "Presidential Commission on Tuition Fees".
(4) In order to enforce equal rights for men and women in research and teaching, the Women's Representatives can propose agenda items for the next meeting to the chairperson of their committee. They also have the right to approach superiors and other offices of the University of Würzburg directly in order to safeguard the specific interests of women in individual cases or to work towards the elimination of discrimination in individual cases.
(5) The respective Faculty Women's Representative submits a statement on each appointment proposal. For those faculties that do not have a Faculty Women's Representative, the University Women's Representative (UFB) may submit an opinion on the appointment proposal.
(6) The University Women's Representative (UFB) shall report to the Extended Executive Board of the University and the Senate and the Faculty Women's Representatives shall report to the respective Faculty Council at least once during their term of office on the goals they have set and their realisation.
§ Section 22 Election, term of office, deputisation
(1) The Women's Representatives and their deputies shall be elected by the Senate for the University of Würzburg and by the Faculty Council for the faculty from among the academic and artistic staff working full-time at the university. If possible, a woman should be elected. The Senate shall consider an election proposal from the Conference of Women's Representatives in the election.
(2) The election shall take place for the duration of the term of office of the body (Senate, Faculty Council); it shall take place before the term of office of the Women's Representative in office expires. Re-election is permitted. If a Women's Representative or her deputy leaves office prematurely, a by-election shall be held for the remainder of the term of office.
(3) If further Women's Representatives have been elected for the University of Würzburg or the respective faculties, each shall fulfil the office of Women's Representative independently. However, the exercise of membership in committees requires the Women's Representative to determine who is a member of the respective committee.
(4) If the Women's Representative is unavailable for legal or factual reasons, the deputy shall take the place of the Women's Representative. The University Women's Representative (UFB) may also be represented at the meetings of the individual committees by a Faculty Women's Representative, provided that the latter agrees to attend the meetings of a committee for the entire duration of her term of office. If other women's representatives have been elected, the deputy shall only take the place of the University Women's Representative (UFB) or the respective Faculty Women's Representative if the other or the other University Women's Representative (UFB) or the other or the other Faculty Women's Representatives themselves are unable to attend.
§ 23 Conference of the Women's Representatives
(1) The Women's Representatives and their deputies form the Conference of Women's Representatives. The chairperson is the University Women's Representative (UFB); if further Women's Representatives are elected for the University of Würzburg, § 22 para. 3 sentence 2 shall apply accordingly.
(2) The conference shall meet at least once a semester to discuss its concerns.
